The PFF provides grants to institutions, and community organizations, seeking to affect structural change on one or more social issues. We recognize there are many tools for affecting such social change, some of which include: public education, policy research and issue analysis, community engagement and organizing. We encourage a holistic approach to change including adults and youth working both separately and together.
We prioritize the following aspects related to Youth Activism:
- Activism initiated, carried-through, and controlled primarily by young adults,
- Allied with respectful, responsible adults,
- Includes a critical analysis of the particular socio-political landscape,
- Includes both a plan of action and plan for reflection,
- Encourages inclusive participation and democratic decision-making,
- Promotes the development of leadership skills.
We prioritize the following aspects of Adult Advocacy:
- Advocacy should directly relate to PFF "Social Service and Empowerment" funding priorities,
- Advocacy efforts should include as partners those directly affected by the issue(s),
- Efforts are based on critical analysis and research of socio-economic landscape,
- Projects and programs should have a long-term, sustainable vision of change

A private foundation may fund grantees that lobby, but may not earmark grants for lobbying. A private foundation may engage in non-lobbying advocacy, but may not engage in partisan election-related activities.
